Lise Aaby Nielsen is a specialist in public procurement law, competition law and Foreign Direct Investments.

Lise advises on all aspects of Danish and European public procurement law, competition law and Foreign Direct Investments.

Lise has extensive experience in advising both contracting authorities and suppliers in all phases of a public procurement procedure. She advises both in connection with the contracting authorities' preparation and completion of tender procedures, including drafting of tender material, evaluation of offers, etc., the suppliers' preparation of applications for prequalification and offers, including optimization of offers in relation to award criteria, and the subsequent enforcement of the public procurement rules before the Danish Complaints Board for Public Procurement. Lise has assisted both contracting authorities and suppliers in several cases, including cases involving highly complex procurement law issues.

Lise has experience in advising contracting authorities and suppliers in a wide range of industries, in particular in relation to tenders in the pharmaceutical and medical sector, tenders relating to large infrastructure projects, IT-contracts and in the energy and utilities sector, including construction of large-scale wind farms (including from her secondment to Ørsted's Legal Department). 

Lise also has extensive experience in advising companies on all aspects of competition law, including in particular on merger control and other M&A-related competition law matters. Lise assists with merger notifications before both the Danish Competition and Consumer Authority and the European Commission as well as coordinates multi-jurisdictional merger notifications.

Lise also has broad experience in advising companies on the Foreign Direct Investment rules. Lise assists with, inter alia, assessment of notification obligations in Denmark, screening of possible notification obligations in other countries, preparation of applications for clearance under the Danish rules, including assistance during the application and clearance process, and preparation of requests for pre-screenings.

Lise has teaching experience, including from her time as an external lecturer at the University of Copenhagen, and regularly conducts courses within her areas of expertise as open seminars or as client-focused workshops. Lise also holds a Post Graduate Diploma in "Public Procurement Regulation in the EU and in its Global Context" from King's College London.
