Lise Aaby Nielsen is a specialist in public procurement law.
Lise has vast experience in advising contracting authorities and tenderers on all aspects of EU and Danish public procurement law.
Lise advises contracting authorities in relation to procurement of public supply and service contracts as well as public works contracts. She advises in all phases of a public procurement procedure and inter alia assists with designing of tender strategies, drafting of tender material and completion of tenders, including evaluation of received applications for prequalification and offers.
Lise also advises tenderers in relation to their participation in tenders and inter alia assists tenderers with understanding the tender material, preparing applications for prequalification and offers as well as optimisation of offers in relation to the specific award criteria.
Moreover, Lise has extensive experience in handling the problems that may arise after the completion of a tender procedure, such as handling of subsequent amendments to the contract, processing of requests for access to file and conducting of cases before the Danish Complaints Board for Public Procurement and the courts. Lise assists both contracting authorities and tenderers in relation to cases before the Complaints Board and the courts and has assisted in several cases, including cases involving complex procurement law issues.
Lise is experienced in advising a large number of industries, in particular she has in-depth expertise in relation to tenders in the pharmaceutical and medical industry, tenders relating to infrastructure projects, tenders relating to building and constructing contracts, tender relating to IT-contracts and, from her secondment to Ørsted's Legal Department, tenders in the energy sector.
Lise has extensive teaching experience, including from her time as external lecturer at the University of Copenhagen, and she regularly holds public procurement courses, either as open seminars on new rules and practices or as client-focused workshops tailored to the client's specific needs.
Finally, in 2018, Lise obtained a Post Graduate Diploma in "Public Procurement Regulation in the EU and in its Global Context" from King's College of Law (passed with "distinction"), which has given her further insight into the procurement rules, including from an international perspective.
